I found another company selling pens made from milk, Parker Collector
The website has some really interesting facts about the history of milk plastics called by different names like Galalihe or Ivorine and others. It is possible for the extremely allergic, with a history of contact reactions, to have a reaction.
I can't find any documentation of any reactions from these pens, but better safe than sorry.
